If a Parking Charge was issued to you as the registered keeper of the vehicle but you were not the driver at the time, you can pass responsibility for the charge to the person who was.
To do this, we need the full name and current address of the driver who was in control of the vehicle when the Parking Charge was issued, together with the charge details below. Once we've received and verified this information, we'll contact the driver directly and pursue the charge with them rather than with you.
Please give the driver's details accurately and in full — a correct name and a current address we can write to is what allows us to transfer the charge away from you. Please respond within the time stated on your Parking Charge notice. If the driver cannot be identified, you may, as the registered keeper, remain responsible for the charge under the Protection of Freedoms Act 2012.
If you were the driver yourself, you don't need this form — you can pay the charge or submit an appeal instead.
